The Ottawa Redblacks signed wide receiver Binjimen Victor and linebackers Aaron Casey and Kemari Munier-Bailey on Monday.

Binjimen Victor is six foot four and weighs 191 pounds. The 29-year-old from Pompano Beach, Florida, made three catches for 34 yards in two preseason games for the Elks in 2026. The Elks released him on May 31, 2026.

The New York Giants signed Victor as an undrafted free agent on April 28, 2020, and spent the season on the practice squad. Next, Victor signed with the Baltimore Ravens on January 15, 2021. He appeared in two regular-season games. In the 2022 preseason, Victor made eight catches for 104 yards in three games.

Victor signed with the Birmingham Stallions on December 26, 2023. In 2024, Victor made 12 catches for 146 yards and one touchdown in 10 games.

In the UFL Playoffs, Victory made one catch for 13 yards, helping the Stallions win their third consecutive championship (2 USFL, 1 UFL). The Stallions re-signed Victor on August 15, 2024, and released him on February 5, 2025.

The Edmonton Elks signed Victor on March 13, 2025. In 2025, he made 32 catches for 331 yards and one touchdown in 15 games.

Collegiately, Victory played four seasons at Ohio State (2016-19) with 82 catches for 1,312 yards and 18 touchdowns in 46 games for the Buckeyes.

Aaron Casey is six foot two and weighs 235 pounds. The 25-year-old from Douglasville, Georgia, made three tackles in two preseason games for the Argonauts in 2026. The Argonauts released him on May 31, 2026.

The Cincinnati Bengals signed Casey as an undrafted free agent on May 10, 2024. In 2024, he made six tackles (3 solos, 3 assists) in three preseason games. The Bengals released him on August 23, 2024.

The Toronto Argonauts signed Casey on June 17, 2025. In 2025, he made 27 tackles, nine tackles on special teams, six sacks, and one forced fumble in 15 games.

Collegiately, Casey played five seasons at Indiana (2019-23) with 244 tackles (156 solos, 88 assists), 36 tackles for loss, 10 sacks, five pass breakups, five forced fumbles, and one blocked kick in 57 games for the Hoosiers. He was named First Team All-Big Ten in 2023, becoming the 12th linebacker in Indiana history to receive the honor.

Kemari Munier-Bailey is six foot three and weighs 230 pounds. The 24-year-old from Birmingham, England, made two tackles in two preseason games for the Blue Bombers in 2026. The Blue Bombers released him on May 30, 2026.

The Winnipeg Blue Bombers drafted Munier-Bailey in the first round (2nd pick) in the 2025 CFL Global Draft. In 2025, he made one tackle and one tackle on special teams in one game.

Collegiately, Munier-Bailey transferred to Weber State in 2024 with 50 tackles (31 solos, 19 assists), 18.5 tackles for loss, nine sacks, and two pass breakups in 12 games for the Wildcats. He was named Third Team FCS Central All-American and Second Team All-Big Sky Conference.

Collegiately, Munier-Bailey played two seasons at Idaho (2021-22) with 29 tackles (18 solos, 1 assist), nine tackles for loss, six sacks, and one blocked kick in 19 games for the Vandals. Then, he transferred to Fresno State in 2023 with nine tackles (4 solos, 5 assists), three tackles for loss, two sacks, one forced fumble, and two fumble recoveries in 11 games for the Bulldogs.

The Redblacks also released wide receiver Rory Starkey Jr.

Rory Starkey Jr. is six foot and weighs 214 pounds. The 26-year-old from Atlanta, Georgia, signed with the Ottawa Redblacks on March 25, 2026. In 2026, he made four catches for 57 yards in two preseason games.

The Green Bay Packers signed Starkey Jr. as an undrafted free agent on July 19, 2024. In 2024, he suffered an undisclosed injury, missing the preseason, and was released on August 9, 2024. The Houston Roughnecks signed Starkey Jr. on February 17, 2025. He attended training camp before the Roughnecks released him on March 20, 2025.

Starkey Jr. signed with the Rhein Fire of the European League of Football on April 4, 2025. In 2025, he made 23 catches for 226 yards, two touchdowns, and two carries for nine yards in 10 games.

Collegiately, Starkey Jr. played three seasons at the University of Pennsylvania (2019, 2021-22) with 119 catches for 1,549 yards, 14 touchdowns, and four carries for no yards in 27 games for the Quakers. He was named Second Team All-Ivy League in 2022. Then, he transferred to Samford in 2023 with 27 catches for 204 yards in 11 games for the Bulldogs.
