The Ottawa Redblacks signed wide receiver Rory Starkey Jr. and offensive lineman Chaz Neal on Wednesday according to the CFL Transactions page.

Rory Starkey Jr. is six foot and weighs 214 pounds. The 26-year-old from Atlanta, Georgia, signed with the Rhein Fire of the European League of Football on April 4, 2025. In 2025, he made 23 catches for 226 yards, two touchdowns, and two carries for nine yards in 10 games.

The Green Bay Packers signed Starkey Jr. as an undrafted free agent on July 19, 2024. In 2024, he suffered an undisclosed injury, missing the preseason, and was released on August 9, 2024. The Houston Roughnecks signed Starkey Jr. on February 17, 2025. He attended training camp before the Roughnecks released him on March 20, 2025.

Collegiately, Starkey Jr. played three seasons at the University of Pennsylvania (2019, 2021-22) with 119 catches for 1,549 yards, 14 touchdowns, and four carries for no yards in 27 games for the Quakers. He was named Second Team All-Ivy League in 2022. Then, he transferred to Samford in 2023 with 27 catches for 204 yards in 11 games for the Bulldogs.

Chaz Neal is six foot nine and weighs 315 pounds. A native of Tampa, Florida, had signed with the Houston Roughnecks on September 30, 2025. However, the league underwent changes, which included the Roughnecks being rebranded back to the Gamblers and holding another draft. Neal was not drafted and became a free agent.

Neal attended the New York Giants rookie minicamp in 2024. The Jacksonville Sharks signed Neal on February 6, 2025. Jacksonville averaged 45.06 points per game, 111.4 rushing yards per game, 126.6 passing yards per game, and allowed 14.87 sacks per game to finish 10-7 for the season.

Collegiately, Neal spent three seasons at Florida State (2018-20), playing on the offensive line and special teams in 19 games for the Seminoles. Then, he transferred to Florida Atlantic University (2021-23), playing right tackle in 35 games for the Owls.

In 2023, Florida Atlantic averaged 23.75 points per game, 115.4 rushing yards per game, 215.5 passing yards per game, 330.9 total yards per game, 38 touchdowns, and allowed 30 sacks to finish 4-8 for the season. He was named First Team All-AAC by Phil Steele and Third Team All-ACC by Athlon Sports.
